Fernando is an expert lawyer in labor and administrative law. He is a professor of labor law and labor procedural law at Universidad Iberoamericana (UNIBE) and previously at Universidad Católica de Santo Domingo (UCSD). He has participated in several international activities of the International Society of Labor Law and Social Security and is a member of the Young Lawyers Section of said entity.
Fernando was trained by Dr. Lupo Hernández Rueda. In his professional practice, he was a founding partner of the law firm Roedán y Asociados, dedicated mainly to legal labor consultancy and representation of companies from diverse economic sectors, non-profit entities, and diplomatic missions, as well as administrative, civil, and criminal law matters related to commerce. Fernando also represents national and foreign companies in labor disputes and litigation before the Dominican courts.
Fernando has participated in representation and defense proceedings before the International Labor Organization (ILO) for multiple Dominican companies in connection with alleged violations of ILO conventions 87 and 98 on freedom of association and collective bargaining. He is also a labor law advisor to the National Council of Private Enterprise (CONEP) in the dialogues for the reform of the Labor Code and a member of the Justice and Legislation Commission of the National Association of Young Entrepreneurs (ANJE).
